The rent on 18/06/2019 is decisive, but the upper rent limit is the maximum.

On letting the apartment, without prompting, the landlord must notify you of the allowable rent amount and the relevant criteria for calculation of the upper rent limit. The rent cannot be increased until 01/01/2022, and then by maximum 1.3 %, if the upper rent limits are not exceeded as a result.

If the landlord, despite a possible friendly reminder of their duties, demands a higher rent than the rent on 18/06/2019 or the allowable upper rent limit or fails to inform you of the allowable rent, contact your district authority.
